Συγκεκριμένα, η ΕΛ.ΑΣ δεν μπορούσε να εγγυηθεί την ασφάλεια του κόσμου, με αποτέλεσμα η ΚΑΕ Παναθηναϊκός να αναγκαστεί να πραγματοποιήσει την «πρώτη» της για την σεζόν 2023/24, κεκλεισμένων των θυρών.
